Aside from the local Nanyi Municipal Bureau where the crime occurred, each team was restructured and integrated from different precincts and police stations. With such a large number of personnel involved, information updates were inevitably delayed and accompanied by unavoidable confusion. Everyone understood that as long as the general direction was correct, minor details could be overlooked.
